Even in his most upset moments,Mr.. Woodward is an unfailing attractive character in the novel â€Å"Finnier Walsh†,written by Steven Galloway. Mr.. Woodward first impressed me when he met Finnier after that unfortunate accident for the first time. He starts the conversation with ‘Why aren't you boys playing hockey today? † instead of blaming them or cutting down their arms. That is not easy for him to forgive. But he still made it. Maybe because Finis's sparkling and teasing wit bring Mrs.. Woodward disapproval and Mr.. Woodward's attention. Mr..Woodward is always a great listener and glad to hare his own suggestions. I think, since then, some connections have already had between Mr.. Woodward and Finnier. After Mr.. Woodwork lost his hands, he began to relieve the burden of guilty of Finnier. He even says some tolerant word like â€Å"l knew our driveway is a fine place to play, so if you want play, then go ahead. † and â€Å"hold this, you will feel much better. † Because of his exceptional powers of observation, as well as his good sense, he lets Finnier released from the huge guilty and even becomes his support.As Finis's saying at the third period, ‘Your dad is the reason I come a goalie. † Mr.. Widespread corruption and terrorism are some of the main problems facing India today. Corruption is very widespread in India. It ranks 72 amongst the top most corrupt countries in the world. In India corruption takes the form of bribes, evasion of taxes, misappropriation of funds, and embezzlement amongst others. A study found that more than 50% of the Indian population had firsthand experience of paying bribes or peddling influence to get a job done in a public office. The main consequence of corruption is a loss to exchequer, an unhealthy environment for investment and an increase in cost of government services. Apart from this Corruption also leads to an unethical society. This increases the already existing gap between poor and wealthy. This may lead to unrest and destruction of modern societies. This social evil needs to be curbed so as to bring back moral values in the society as well as to fill the widening gap between the wealthy and the poor. Swami Vivekananda was, above all, an honest and ethical man on a righteous path. He had a strong sense of ethics, morals and principles. One of his famous sayings is that â€Å"Unselfishness is God†. We would not have so many greed driven people who, in spite of having more wealth than the person sitting across them, still extort and bully the other person into paying them massive bribes. If only more people followed the righteous path shown by Swami Vivekananda and put the ideals he taught to practice, the evil of corruption wouldn’t be so rampant in modern India. Terrorism today is a global issue that’s feared by almost every country in the world. But it’s a major issue in modern India owing to the basic religious differences present in India since the time of independence. Religion is the main cause behind terrorism. Terrorists commit acts of terrorism and violence in the name of protecting and promoting their religion. Pakistani militants have constantly attacked India since the Mumbai bombings of 1993 in the name of Jihad. Swami Vivekananda always preached about the importance of uniting religious beliefs for the progress of the human race. He didn’t believe in marginalizing any religion and believed every religion to be equal. He definitely was against any kind of violence especially for the preaching of religion. One of his famous sayings was â€Å"The secret of religion lies not in theories but in practice. To be good and do good that is the whole of religion†. He preached about spreading religion by doing good and teaching people how to always do good unto others. Terrorists today have chosen the path of violence to spread their religious beliefs which is totally opposite to what Swami Vivekananda taught us so no wonder terrorism is such a big issue. Religious tolerance and respect for one other’s beliefs would go a long way towards helping us curb the evil of terrorism and also help humanity move forward harmoniously on the path of progress in unity. Corruption and terrorism are two of the major issues eating away at our glorious nation and hindering its progress greatly. Following in Swami Vivekananda’s footsteps and practicing the ideals and principles that he preached would help the populace of modern India be less selfish so as to consider the needs of others and less greedy so that people think twice before extorting and bullying some poor guy for their money. Outsourcing in the Hotel Industry 1.1 Introduction Outsourcing is one of the growth industries of our time (Winterton 2000).   Today, the outsourcing of selected organisational activities is an integral part of corporate strategy (Lankford and Parsa 1999).   Outsourcing has become a significant facet of modern hotel management (Sieburg 1992).   Unfortunately there is shortage of prior research in the hospitality management literature concerning outsourcing or maintaining internally business processes in hotel sector. This paper seeks to present critical analysis of factors, varieties, aims and results of outsourcing within hotel industry. The first chapter will begin with stating the problem which is vital in hospitality industry.   It will then continue with the presentation of background literature and the purpose of study.   Thirdly, rationale will be explained. Subsequently research questions will be raised.   Furthermore a definition of terms will identify the key words within the study and how the writer defines them within it.   A number of limitations will indicate specific areas in which the research will not be definitive.   Finally a summary of the chapter will be provided indicating the main points discussed. 1.2 Statement of the Problem Historically as the kind of contractual relations and commercial activity outsourcing has appeared in 1962 when the successful businessman Ross Perro, whose firm EDS carried out calculations for banks, renting night time on mainframes, has brought  «General Motors » annual economy in 44 % more than 4 billion dollars (Nureev 2002).   Over the last few years, the idea of outsourcing noncore business functions has gained huge popularity (Winterton 2000).   Nowadays different types and forms of outsourcing are putting into practice and developing in various businesses. Tourism in its turn is a rapidly growing phenomenon and has become one of the largest industries in the world.   But also hospitality industry is very unique, and very sensitive to every internal and external changes.   And such innovation as outsourcing should have affect the industry in general and the development of hotel sector in particular. As it has been mentioned above, outsourcing within hotel industry has been the subject of minimal literature research.   And a question: whether outsourcing will work in hotels and make notable profit still opened for reasoning and conclusions.   And if yes or no, how it will be affected by financial crisis which came less than year ago.   Just that very case of crisis can cardinally change the relation of business to outsourcing.   After all in a crisis situation it is more important not tactical, but the strategic part of the business. In general, up to now the quantity of questions more than answers.   And it is very important to understand, why hotels outsource.   And what form for them is most attractive and far-sighted. 1.3 Background Literature According to Lankford and Parsa (1999), outsourcing is defined as the procurement of products or services from sources that are external to the organisation.   This leads to allowing outsiders to take responsibilities for some aspects of financial management (Winterton 2000).   After definition and explanation of previous authors, it is possible to say that outsourcing is something similar to service and support services though it is differs essentially from them.   It is not short-term service, on once, given by one company to another.   Outsourcing gives longer support, not single.   Outsourcing is transfer of certain processes or functions from one company to another.   The Company recipient should specialise in this branch.   From here it is possible to create one of outsourcings principles:  «I leave to myself only that I can do better than others, I give to the external executor that it does better than others ».   Other principles and the most practical ty pes and forms of outsourcing will be considered in second chapter. Outsourcing has become an important strategic tool in todays competitive business environment (Zhu, Hsu and Lillie 2001).   As any tool of business it has its own advantages and disadvantages. Outsourcing offers several advantages, such as enabling existing staff to concentrate on core activities on organisational specialisations, focusing on achieving key strategic objectives, lowering or stabilising overhead costs, and thereby gaining cost advantage over the competition, providing flexibility in response to changing market conditions, and reducing investment in high technology (Kliem, 1999; Quinn 1999 cited Kakabadse, N. and Kakabadse, A. 2000).   Thus it is possible to ear-mark three big advantages of outsourcing in general, not only for hotels and hospitality industry.   The first advantage outsourcing allows to pay almost all attention and resources to the core direction of the business and to charge to foreign company noncore functions.   Thereby, company will have competitive advantage.   Also redistribution and optimisation of human resources of the company will be possible.   The second advantage is decreasing of material input.   Very often attractio ns of the foreign executor essentially cheaper than the maintenance of own department for execution of certain job.   It is caused by lower price cost of outsourcers job since the chosen direction is its specific specialisation.   And the third advantage using outsourcing, companies can get technologies and the decisions of higher quality level which might be absent at the organisation.   Besides this there is a possibility of using specialised functions which only experts can perform.   Also it is important to remember about transfer of all responsibilities of the assigned functions to outsourcer. But besides these pluses there are also some disadvantages of outsourcing.   Schniederjans and Zuckweiler (2004) introduce very helpful summary of those.   They suggested that it is possible to divide this lacks in four groups: Managerial implications. Such as loss of control over critical functions and suppliers. Financial implications. Such as failure to realise cost savings. Operational implications. Such as dependence on suppliers and responsibility for quality of their work. Human resource implications.   Such as lower morale of permanent employees. Thus after confrontation these disadvantages and meaning of the process it is possible to ear-mark one of the most important shortcoming of outsourcing.   It is possible to criticise it for loss of workplaces.   As the result of such process, the company can release many workplaces, replacing the in-house workers with more professional (or cheaper) from other company.   As the result of this, first of all, workers are getting in the worst position because very often there is no labour contract or any guarantees about their future job between them and the employer. Remembering all the minuses, lacks and disadvantages but aspiring to benefits, pluses and advantages of outsourcing hotels should understand the reasons, right time and business situation when to outsource.   According to William and Faramanz (1999), firms should consider outsourcing when it is believed that certain support functions can be completed faster, cheaper, or better by an outside organisation.   Tasks that are not core competencies of the hotel human resources, payroll and benefits, information systems, even food service are ripe for being contracted out.   Moreover, Blake (1997) gave three main reasons for organisations for turning to outsourcing: Where others do it better To focus on their core business To reduce their cost base. Therefore the hotels should use outsourcing to concentrate on the primary activity, instead of to be engaged in management of dining rooms, cleaners or catching of computer viruses.   Another factor to exploit the outsourcing within hotel industry is the situation when the external provider of services is capable to provide economy and/or higher level of services because of specialisation or cheaper labour.   Outsourcing can help to save resources of the hotel. One more not very visible objective to use outsourcing within hotels is to study from the service provider. Consequently, Milgrom and Roberts (1992 cited Lamminmaki 2005) said that understanding hotels motivation for outsourcing is important, as organisation is as important as technology, cost, and demand in determining success. To conclude this part of the chapter, it is useful to remember statement of Kotler (1988): â€Å"Entrust others that what they will make easier and more cheaply†. 1.4 Purpose of Study The purpose of this study was to examine factors that influence on hotel sector for outsourcing or maintaining internally business processes.   By analysing existing studies related to outsourcing in general, it can be valuable in applying to the outsourcing within hotel sector where there is little research.   In additional, there are few management accounting studies concerned with the hotel sector (Collier and Gregory 1995).   Furthermore, the research will evaluate advantages and disadvantages of using outsourcing for hotels.   This study will critically assess the innovative part of outsourcing for hotels and what type and form of internal business processes is going to be more successful for them. Specifically, literature will be within the hospitality sector.   Moreover, how will outsourcing affect costumers and their needs will be analysed. Finally, based on the findings of the study, solutions for the hotel sector will be provided. 1.5 Rationale This research is about outsourcing or internal business processes within hotel industry.   And it is significant for several reasons: Hospitality industry is one of the fastest developing industries.   And In many countries, tourism industry is the leading industry, which stimulates development of other sectors. Outsourcing relatively new business idea but it has been used already in numerous sectors of economy including hospitality. Using outsourcing or internal business processes hotels can cut their production cost. There is a high potential to improve quality of hotels services. Most of the hotels have to find some new ideas for their development and reduction of risks during the financial crisis period.   And outsourcing could be one of them. 1.6 Research Questions This study aim is to answer following Research Questions: What is considered ‘outsourcing process within the hotel sector? To begin with, it is vital for the research to explain and to make it clearer, what is outsourcing in todays economy.   Also it is important to elucidate if this term is innovative method for the business or it is just a new expression of existing already processes within hotel sector. What are the advantages and disadvantages of outsourcing for hotel sector? As any type of business relationship, outsourcing should have not only advantages and positive moments but also disadvantages and obstacles.   To be more objective, it is vital to compare both to be able to make a conclusion whether outsourcing is a big opportunity for the hotels or it will bring more difficulties rather than profitability. In addition, it is significant to understand the specific type of action of outsourcing within hotels and its the most widespread forms What are the factors for outsourcing or maintaining internally business processes within hotel sector? Internal and external factors of using outsourcing for the hotels will be examined.   And the research will emphasise specific reasons of starting using outsourcing within hotel industry.   Moreover, ‘financial crisis as one of the factors will be discussed. What are the main aims of outsourcing within hotel sector? And last but not least, it will be achievable to acquire the main aims and results of outsourcing within hotel sector.   Additionally, after analysing the interview and questionnaires, preferred types and the specific benefits from outsourcing for the hotels will be seen. 1.7 Definition of Terms Core business: Core business means the commercial activity from which the company derives most of its profits (www.resourceconservation.mb.ca).   According to Alexander and Yong (1996), there are four main points to define ‘core activities: Activities which traditionally performed in-house; Activities which critical to business performance; Activities which create current or potential competitive advantage; Activities which will drive further growth, innovation, or rejuvenation. Financial Crisis: There is no precise definition of financial crisis, but a common view is that disruptions in financial markets rise to the level of a crisis when the flow of credit to households and businesses is constrained and the real economy of goods and services is adversely affected (opencrs.com). Hotel Sector: Outsourcer:The service provider (outsourcer) is responsible for delivering the contracted services, resolving day-to-day operational problems and managing the request and implementation of routine changes in accordance with the framework of contracts, standards (Kent 1998). Outsourcing: Greaver (1999) defined outsourcing as the act of transferring some of an organizations recurring internal activities and decision rights to outside providers, as set forth in a contract.   Later Beaumont and Sohal (2004) explained outsourcing as having work that was formerly done inside the organisation performed by an external organisation.   The vendor (hereafter the outsourcer and outsource are, respectively, referred to as vendor and client) may be an independent entity or a wholly owned subsidiary. 1.7 Limitations This study will limit itself to surveying and interviewing hotels only from two countries Greece and Russia and most probably will not represent the complete situation of European hotel industry as well as worldwide hotel industry.   Moreover it will not represent the whole situation even in both chosen countries for the reason that researcher sampled only those who have agreed to be sampled. The convenience sampling procedure decreases the generalisation of findings.   This study cannot be generalised to populations but may relate to other defined contexts with caution. For the purpose of this study the mixed approach was used, which include utilisation of both quantitative and qualitative data analysis which are always connected with sensibility, reliability and validity.   But on the other hand it has also its advantages such as expansion and collaboration. Furthermore, this study will concentrate on outsourcing within hotel sector, but at the same time there may be other factors that influence and affect business processes in the hotels. 1.9 Summary This chapter has introduced the thesis by outlining the topic of this study, the statement of the problem, background literature, purpose of this study, its rationale, presented research questions, definition of the terms and limitations of the study. In this first chapter the studys main focus was identified as examining and understanding the importance of outsourcing within hotel sector.   A critical examination of meaning of outsourcing, its advantages and disadvantages should be able to assist in determining how the hotel industry can be affected or altered by using outsourcing process.   Finally, this study would determine reasons and forms of outsourcing which are the most recent, available and useful within hotel sector. Afterward, Chapter Two will discuss the theoretical framework and conceptual models of factors for outsourcing or maintaining internally business processes within hotel sector.   The analysis will be connected with four Research Questions.   Finally, next chapter will classify particular insufficiencies in the literature leading to the need of the present study. Chapter 2: Literature Review 2.1 Introduction The purpose of this chapter is to critically analyse the existing literature on outsourcing or maintaining internally business processes within hotel sector.   Based on the research questions discussed in the first chapter of the given study, four general areas have been established.   More specifically this chapter will begin with a general description of related texts and then gradually concentrate on the precise areas in which the study has a focus on. The studies in the four major areas provided the theoretical foundation for the research conducted in this study.   The areas are: Consideration and explanation of outsourcing processes within the hotel industry.   This area relates to Research Question #1 What is considered ‘outsourcing process within the hotel sector? Advantages and disadvantages of outsourcing for the hotel industry.   This area relates to Research Question #2 What are the advantages and disadvantages of outsourcing for hotel sector? Factors and motives of using outsourcing processes within hotel industry.   This area relates to Research Question #3 What are the factors for outsourcing or maintaining internally business processes within hotel sector? Aims and results of outsourcing for hotel sector. This area relates to Research Question #4 What are the main aims of outsourcing within hotel sector? The general areas were supported by the literature are all directly related to this study.   The purpose of the literature review for the author was to obtain a greater understanding and depth of knowledge by having critically analysed all areas pertaining to the Research Questions.These Research Questions are achievable as the researcher has a close and continual contact with the industry and has sufficient access to the information in numerous hotels in Greece and Russia. 2.2 Review of General Area I: Consideration and explanation of outsourcing processes within the hotel industryThis section provides the theoretical framework for Research Question # 1. The hotel industry is one of the formidable business in the world but it does not mean that they are strict in incorporating business strategies in their business (http://www.outsourcing-weblog.com).   Also, according to Burgess (2007), financial controllers in their turn consider that departmental and general managers do not have enough business skills and finance skills in particular to optimise costs and revenues and hence maintain profits.   Thus outsourcing practice might be a very useful and successful way in order to help owners of the hotels nowadays as well as in future. According to Kakabadse, N. and Kakabadse, A. (2000), outsourcing practice dates back to eighteenth-century England and has been in continuous use in numerous industry sectors.   However, the term ‘outsourcing English neologism has appeared in the American explanatory dictionaries only in the beginning of 80th (Ostrovsy 2009).   Since then this expression is strongly located in a business lexicon of the majority of the world languages.   Traditionally, outsourcing has concentrated on activities which are remote from the heart or nerve centre of the company (Brown 1997). Greaver (1999) defined outsourcing as the act of transferring some of an organisations recurring internal activities and decision rights to outside providers, as set forth in a contract.   Consequently, outsourcing it is one of interaction form between two organisations which is determined by the contract.   And following this contracts experts of one company accomplish duties of other company. ‘Out-sourcing — can be understood as ‘use of anothers resources.   Moreover, according to Lankford and Parsa (1999) outsourcing is defined as the procurement of products or services from sources that are external to the organisation.   In other words outsourcing is a transfer of some functions of the organisation to external highly skilled executors — outsourcers.   Also it is refusal of own business process, and acquisition of services in realisation of this business process at specialised organisation. For the hotels outsourcing is a transfer to the external contractor of some business functions or parts of business processes of the company.   The contractor (outsourcer) adapts his universal means and knowledge, considering this specific business of the customer, and uses them in interests of the customer for payment, more often defined in the cost of services, instead of shares of profit. According to Beaumont and Sohal (2004), wide variety of business process is now outsourced.   The use of outsourcing is becoming more sophisticated; more organisations are outsourcing responsibility for business processes.   Glickman et al. (2007) in his turn noted that outsourcing is becoming more widely accepted and the argument for outsourcing versus in-house operations is gaining more support.   As a result Beaumont and Sohal (2004) confirmed that today outsourcing is a fashionable management technique. Hence, it is possible to mention that the outsourcing market endures rapid growth.   The growing demand and supply mutually accelerate each other.   Specialised outsourcing companies of cleaning and service of hotels are developing.   Outsourcing leads to growth of some professions for hotel sector.   More often, it is either low paid and not enough prestigious jobs (such as tidying and cleaning), or very specialised trades where maintenance of necessary professional level of employees or their work-load for the organisation is problematic (an example can be service of computer systems and IT). Consequently, as Glickman et al. (2007) stated, outsourcing has become a widely accepted practice that provides substantial cost-saving benefits for different organisations in general and hotels particular.   And hotels will always outsource some activities (the supply of water and electricity) but insource others (Beaumont and Sohal 2004). Therefore, there is a question: what kind of activities should hotels outsource key business processes or non-core functions? As outsourcing is a means of improving the performance of the company (Brown 1997).   And the overlay supplier is providing financial expertise which is difficult and expensive to create within a corporate treasury. The overlay provider, by offering the expertise to a broad range of clients, is able to provide it to each client at a lower cost than it would be for them to create their own capability (Winterton 2000).   Today outsourcing is considered as the business technology which is transferring to outsourcing companies processes and functions from the in-house business and hence, it is possible to make a conclusion, responsibility for result of performance of these processes as well.   So, for how big can be this shifting off responsibility for the hotel sector? The majority of authors consider that core activities should stay in-house, whilst non-core activities can be outsourced, in order to preserve core competencies (Prahalad and Hamel 1990, Bettis et al. 1992, Lacity et al. 1995, Quinn and Hilmer 1994, Rothery and Robertson 1995, Kelley 1995, Peisch 1995, Mullin 1996 cited Kakabadse, N. and Kakabadse, A. 2000).   From here it is possible to draw a conclusion that the sense of outsourcing comes to the simple formula: to concentrate all resources to that kind of activity which is the core for the company, and to transfer the other (supporting, accompanying) functions to the reliable and professional partner. But Struebing, (1996) argued that especially relevant is the outsourcing of key business processes and financial functions.   Nevertheless, Lankford and Parsa (1999) in their turn stated that focus on core business activities, companies can no longer assume that all organisational services must be provided and managed internally.   Competitive advantage may be gained when products or services are produced more effectively and efficiently by outside suppliers.   Thus, outsourcing is a direct transfer of non-core business processes of the company to the external organisation outsourcer, for their further performance within the limits of the signed contract.   And there may be big benefit for the company if transferred business processes are the exact specialisation of outsourcer. Consequently, outsourcing is management strategy because of which hotels can optimise in-house processes and, without distracting on minor functions, completely concentrate on core activities.   As a matter of fact outsourcing is attraction of external sources with the purpose of the decision of internal problems of the hotel.   Outsourcing can also be characterised, as the sale to hotels services for maintenance of their activity, i.e. outsourcer can take on the balance almost all non-core activities of the hotel.   As a result of that the client can give all his time only to the core business, thus occurs minimisation of risks concerning to not profile kinds of activities (a corporate meal, IT-service, transportation service, installation works, cleaning etc.). In hotels, outsourcing has been used for many years for some operational tasks such as cleaning, but only recently (Cline and Warner 2001, Lamminmaki 2006 cited Burgess 2007), has been considered for accounting, following the example of other industries (Burgess 2007). Holiday Inn for instance created its hotel reservations business as a separate entity based on its relationship with IBMs ISSC to serve the entire hotel and hospitality market (Venkatraman, 1997). Other examples of outsourcing within hotel sector could be: cleaning, laundry service, human resource management, employees meal, IT-service and support, marketing, statistics, security service, creating web-sites, organisation of celebrating and conferences via an event company and many others which are not core competences of business, and could very easily and more economically be contracted out to service companies (Winterton 2000). Nevertheless, according to Lamminmaki (2006), an activity will tend not to be outsourced if it results in a subcontractor being placed in a position enabling it to (wittingly or otherwise) inflict damage on the reputation of the hotels business. Now it is an appropriate and good point to understand how innovative the outsourcing model is.   In general, outsourcing is just the variety of cooperation. Outsourcing of the hotel activities is definitely not a new phenomenon.   In 1963, for example, Storey (2001 cited Glickman et al. 2007) examined outsourcing in the military (Glickman et al. 2007). On the other hand one of the biggest problems of this statement is that using by the hotel highly paid professionals will not allow to achieve this with small money.   And it is really not so easy to operate this process.   So actually, what kind of innovation is here?   There were always contract and subcontract works, there was a specialisation of both workers and enterprises, there was a strict selection of suppliers.   And can it be differently with modern development of techniques and business?   The settled word ‘outsourcing goes today as a new method of work.   And this word has become extremely useful. Also, it is relevant to know what place outsourcing takes in the quality management.   In standards ISO series 9000:2001 (http://ds1.twirpx.com) this word (not even this but only the verb) ‘outsource has been found by researcher just once in point 4.1.   That is why it is especially appropriate to remember the statement of Lonsdale and Cox (2000) with the note that it is some kind of substitute for the once fashionable enthusiasms for conglomeration, horizontal integration, vertical integration, and internal integration. Consequently, considering outsourcing as the business phenomenon of the modern world, it is possible to allocate its pluses and minuses.   Also it is possible to separate core services and to understand, by what principles they work and what bring as a result to the hotels: benefit or losses.   In addition, it is possible to analyse a situation of loosing work places because of outsourcing processes within the hotel sector, increasing percent of unemployment or, on the contrary, allows hotels to develop and grow faster, increasing their weight in the market. 2.3 Review of General Area II: Advantages and disadvantages of outsourcing for the hotel industry This section provides the theoretical framework for Research Question # 2. According to Beaumont and Sohal (2004), outsourcing is used because it supposedly advantages the organisation.   The advantages and disadvantages can be categorized as strategic or tactical, long-term or short-term, and tangible or intangible. The advantages in outsourcing can be operational, strategic, or both.   Operational advantages usually provide for short-term trouble avoidance, while strategic advantages offer long-term contributions in maximizing opportunities (Lankford and Parsa 1999).   When services are outsourced, it may become easier to handle problem situations because it is possible to go straight to the provider and have them work out the problem instead of having to figure out what went wrong internally (Glickman et al. 2007). For hotels, benefits are substantial: reduced costs, expanded services and expertise, improved employee productivity and morale, and a more positive corporate image (Lankford and Parsa 1999).   Moreover, the hotel does not enlarge staff, removes from itself cares on personnel recruiting, and saves on social taxes.   At the same time if hotel organise his processes in correct way, quality of work of the personnel remains high.   Also hotels can leave taxes, administrative costs, worries about replacing equipment, warehousing, maintenance,

Press Freedom in Malaysia Introduction and Context of Press Freedom According to the World Press Freedom Index 2014, our country, Malaysia ranks 147 among 180 countries. The World Press Freedom Index measures the degree of freedom of the journalists and news publication in each country, how much efforts that the public respect to the freedom and ensure it, and also the negative connection between information and conflicts. There are some general criteria that the World Press Freedom Index used to score the country which are pluralism, media independence, environment and self-censorship, legislative framework, transparency and infrastructure (Reporters without Borders, 2014). Since our country ranks in 147, it means that Malaysia’s press freedom is totally in a difficult situation. The violations and discrimination of the journalists and also the daily news which publish about violence and negative issues will affect the World Press Freedom ranking. The news media in Malaysia are mostly monopolized by laws and regulation. It covers a huge area in the media industry and restrict them in many ways. Government may reinforce the industry by adopting and implementing a self-regulation code and even watch or guide them to impose those regulations (Alsogoff Hamzah 2007). This results in the restriction of press freedom. Press freedom protects the privilege to obtain and publish materials without the government censorship or the law enforcement. It applies to all types of printed and broadcast material such as books, newspapers, journals, magazines, brochures, films and radio and even the television programs. The press are not given too much power or credibility to perform on certain things. According to Alsagoff, Abdullah Hassan (2011), they stated that there are three ways to restrict the press freedom in Malaysia which are through restrictive laws, ownership from political parties and connected business individuals and also the self-censorship which are exercised by the editors and journalists. Because of the laws and regulations towards the press freedom, the press and the public cannot express their feelings and thoughts freely. This has already restricted them to think creatively and critically. Importance of Press Freedom As we know, although the press freedom has been partially restricted in Malaysia, either the online news or news publication, the journalists still consider the freedom of press important for some reasons and play their role as the responsibility to transmit the information to the public, as follows: Since the information and the news has been published without being biased or prejudiced, the public are able to make decision or think critically about the related issue; Press functions not only as the indicator of an issue but also the as the media’s predictor of the change in the nations over the world; Press can be known as a part of the media to help to maintain the balance and the democracy of the country. Media acts as the â€Å"watchdog of the people† and also the â€Å"Fourth Estate† other than the three traditional estate of the Parliament. Nowadays, there are strong inseparable relationship between the status of democracy and the role of the press and media. It means that one cannot function without another where the rapid growth of the technology and the rise of the social media is challenging the restrictions from the government to the press media. (Dr.Sankaran, n.d.) Technology, Social Media and Reformasi The media crisis issues which were happened in Malaysia has contributed to the idea of press freedom. Most of the press freedom had their printing licenses revoked because of the restriction of the government and the laws. After facing much obstacles from publishing materials such as May 1969 Riots, Operation Lalang and the Reformasi issue, the attention shifted to the Internet. In the early September 1998, former Prime Minister Mahathir Mohammad fired his deputy Anwar Ibrahim. Many Malaysians were craving to search for the truth of why Anwar had been fired as the government concealed the truth from the mainstream media. Thus, the alternative media such as online website were sprang up to find out the truth and to maintain the principles as journalists which are â€Å"transparency† and â€Å"accountability†. For example, Malaysia’s most popular email discussion, The Sangkancil mailing list, the independent web-based daily newspaper, Malaysiakini,com, website for a community to cultivate a public sphere, Freemedia, and the web radio which under the Centre of Investigative Journalism’s operation, RadiqRadio.com (Anil, 2002). It also claims that Anwar Ibrahim is the one who bro ught out the trend of using alternative media to find out the truth. In this new era, due to the development of the technology, newspaper are slowly not recognized by the people as they are able to search the information that they want through the alternative media. The Internet appeared to transform the ways that the news media work used to be in technological-developing countries as well as how the society groups try to change the society (Robie, n.d.). Thus, it makes a large extent to the alternative or independent media in the world. It provides alternative viewpoint, opinion and information to the public (Atton, 2002). Although blogs and social networking website were not essentially used to share information, they are widely used to spread the news better than the mainstream media which automatically transform into the most potential information source (Sajad, n.d.). However, there are still some people who use the alternative and the social media such as Facebook, Twitter, Youtube and other sources to spread misinformation and rumors. Alternative media differs with the mainstream media from some dimensions which are their contents, aesthetic, production method, distribution method, and the relations between audiences. Every alternative media created with certain aims and purpose. For example, Malaysiakini was established for the journalists who dissatisfied with the biased news content and their objective is to push the boundaries and test the press freedom (Wang, 2001). It shows that although the mainstream media has been restricted by the government, there are still some alternative media with different purposes for public to voice out their opinion. Therefore, the technology advancement and the rising of social media give a perspective that there is press freedom in the society. The May 1969 Riots – The Idea of Press Freedom In the 1969 general election, the ruling Alliance Party which includes UMNO, MCA and MIC almost failed to gain a two-thirds majority seats in the Dewan Rakyat for the first time (Zaharom Wang, n.d.). On the other hand, the opposition parties managed to get the majority seats and the supports from public. The opposition parties involving DAP, Gerakan, PAS and formed a joint double-prong commission for two purposes which to prevent vote splitting and to campaign for each other by asking their supporters to vote for anyone other than the Alliance Party (Lim, 2012). Therefore, it created a multi-ethnic society and received most of the votes and grant welcome from Malays. However, the government seemed to not have an agreement with the situation. According to them, it was caused by the â€Å"inflammatory speeches made by the political parties during the election campaign and made the oppositions parties staged the victory processions† (Lee, 1995). This is why the government felt that their position and status had been threatened. To solve this situation, the King, advised by the government, declared an emergency state in Malaysia. At the same time, all press publication were requested to shut down for two days starting from 16 May 1969 to inhibit the spread of propaganda (Zaharom Wang, n.d.). By the way, there are still some major newspapers were allowed to publish items but the news contents had to be censored by the government first. The press has completely controlled by the government and been restricted for two days although some of press were owned by private sector. Because of that, the journalists decided to revoke and fight for the press freedom. They noticed that the press freedom is important for the public to understand what is happening in our country. Public has the rights to know the truth behind the government. This is how does the press freedom idea come from. Control towards Press Freedom Printing Presses and Publications Act (PPPA) The first law and regulation which controls the freedom of the press is the Printing Presses and Publications Act (PPPA). This legislative impinges on the media effectiveness in playing its role as disseminator of information and watchdog over the government of the day (Wang, 2001). Cardinally, British colonial government introduced the Printing Presses and Publications Act as the Printing Ordinance 1948 at the beginning of the emergency state, in order to resist Communist activities which seems as a threat to the establishment. This act again revised in 1971 because of the 13 May 1969 to provide powers and to revoke the publication’s license who aggravated the national sensitivities and the development. Section 3 requires all publication to apply for an annual publishing licence. It makes the printers and the publishers cannot retain their licenses by eliminating the renewal process. If not, they could have to face the prison term for 3 years jail sentence. It also added some curbs in the act. For example, Section 8(A) (2) states that the published material to be malicious if the writer cannot prove that he/she had taken reasonable measures to verify the truth of the news. Because of this amended act, the government always use this act to straighten the media law and control the publication either directly or indirectly. According to Mohd Azizuddin Mohd Sani (2005), the reasons that the government wants to restrict the press freedom and introduces the PPPA in Malaysia are to ensure the orders and to limit the ability of foreign presses to influence people’s attitudes and minds towards the government and country as a whole. In 1987, two national dailies, The Star and Sin Chew Jit Poh and a Malay bi-weekly, Watan had their licenses revoked because the press were taking sides in their coverage of the Chinese education and also supported the opposition parties by continuously provide transparent news coverage. In 1988, they resumed the publication again after some changes in editorial staff and a climate of self-censorship among the journalists which continued through the 1990s. Official Security Act (OSA) Moreover, the Official Secrets Act (OSA) is also yet another piece of legislation that has restricted the right freedom of the expression. It replaced the Malay States Official Secret Ordinance 1950 and was based on the British OSA 1911 and 1920. It can be known a statute inMalaysiaprohibiting the dissemination of information classified as an official secret. This act is related to the communication of sensitive information to non-authorized persons or foreign agents. Raja Aziz Addruse (1990), former chairman of the Malayan Bar Council, describes the Act as the antithesis of the freedom of speech and of citizen’s right to comment on and discuss the government misconduct and incompetence. To exemplify, Section 2 in OSA defines official secret as any official letter, information, or material which is classified by the Minister and the Chief Minister of state or an appointed public officer as â€Å"Top Secret†, â€Å"Secret†, â€Å"Confidential†, and â€Å"Restricted†. Subsequent amendments to this Act have had the effect of making almost all official documents to be classified as official secret (Mustafa, 2002). The public does not have the right to speak out the voice as they are afraid they may be sued or even sentenced to jail. The journalists are also having the same situation too. They are not allowed to report or do any further investigation since the document has been labelled as secret by the Executive. Thus, many government officers use this as an excuse to cover things that cannot be exposed to the public such as bribery, relationship and power misusing and even the promiscuity. After that, they threatened the press to whitewash the truth so that the people will think that the government is really practicing â€Å"transparency† and â€Å"accountability†. However, till then, this issue cannot be denied as it has been shown clearly through the daily newspaper and the related officers have gotten the punishment that they deserved. On 13 July 2007, Tan, a webmaster who works for the opposition Parti Keadilan Rakyat, was arrested under Section 8 of OSA. He was suspected on possessing â€Å"official secrets† on his blog by connecting a link (http://jelas.info) which accused Deputy Internal Security Minister Johari Baharum suspecting in a bribery allegations in exchange for the release of people detained under Malaysia Emergency Ordinance. It is a law that deals with the internal security which allows for detention without trial. Because of this, Johari had been called for an official investigation while Tan may face one to seven years’ imprisonment if he found guilty of violating the OSA. Internal Security Act (ISA) Furthermore, another law and regulation which restrict the press freedom is the Internal Security Act (ISA). ISA can be known as a preventive detention law force in Malaysia which provides for without-trial detention and arbitrary arrest for a period (Mustafa, 2002). This act is originally enacted in the early 1960s during a national state of emergency which play its role as a temporary measure to fight for a communist rebellion. It is based on barely suspicion that one â€Å"may be† commit an act which may bring dangerous and threat to the national security. By the way, this act has be shown clearly that how did it function during Operation Lalang. The issue development of Operation Lalang also brought the second largest Internal Security Act (ISA) alight in Malaysian History since the 13 May riots. Other than the three mainstream newspapers’ licenses were revoked, a number of 106 people were also detained under ISA declaring for participating in activities â€Å"prejudicial to the security of Malaysia†. The detainees include the leader of the Opposition, Lim Kit Siang, ALIRAN president Dr Chandra Muzaffar, DAP Deputy ChairmanKarpal Singh and so forth as well as university lecturers, environmentalists, businessman and some members of UMNO (Operasi Lalang, n.d.). It brought the major breakdown in the Malaysia political history during that time. There is some other examples of ISA cases which happened in Malaysia. On 11 April 2001, he was suspected for allegedly plotting to subvert the former Prime Minister Mahathir bin Mohammad and was arrested under ISA. Then he was released after 52 days and again arrested for second time due to further investigation. Sedition Act In 1948, the British colonial government enacted Sedition Act to fight with the Communists. The amendments were made through an Emergency Ordinance 1971 after the riots of 1969. The aim is to illegalize any questioning on Part III (citizenship), Article 152 (national language), Article 153 (Malays’ privilege and the rights of other races) and Article 181 (Rulers’ sovereignty of the Federal Constitution) (Freedom of Expression, 2010). This act empowers the ministers or police to detain everyone who has been found guilty for spreading seditious meanings or information which harm individuals, interest groups, societies and countries. Therefore, it limits the press freedom from publishing anything which seems like harming or threating the government officers. In history, the Sedition Act has been appealed against those critical of the government and the parliament members. Under this Act, if they found guilty, the parliament members can have their suspended parliamentary immunity. Over the years, many of them have been charged and found guilty under the Act. In 2009, the law has been played its role to arrest those who opposed to the Barisan National takeover of the Perak state government (Des Iskandar, 2014). To exemplify, University of Malaya law lecturer and columnist, Prof Dr. Azmi Sharom was charged under Sedition Act for his comments on the 2009 Perak constitutional crisis in an online news portal Malay Mail. He was arrested under Section 4(1) (b) which states officers who utters any seditious word will be fined for not exceeding RM5, 000 or imprisonment for not exceeding five years. Other than that, Malaysiakini online news portal journalist, Susan Loone also arrested under same act for publishing her phone interview with Penang executive councilor, Phee Boon Poh on the mass arrests of the states Voluntary Patrol Unit (PPS) on Merdeka Day since Phee is the EXCO who in charge of PPS. For the press, after the general election in 1999, PAS’s twice weekly party newspaper, Harakah editor Zulkifli Sulong and the printer Chea Lin Thye, owner of printing firm Syarikat Prema was arrested under Sediction Act for purposely publishing seditious material. Anwar’s lawyer, Karpal Singhwar also detained under the act because of allegedly seditious words in court. Conclusion Although our Malaysia is moving on to the developed-technology era with the rise of social media, most of the press still controlled and owned by the political parties or private sectors from different channels, either directly or indirectly. With the help of the social media, journalists still do not have the freedom to express what they really inform to tell the public. Therefore, the public seems like the frogs under the well who do not know what has happened to our government. Are they still practicing â€Å"transparency† and â€Å"accountability†? Do the government officers still doing something that we public do not know? Who can give us the answer? It is the journalists and the reporters! If the government still restrict the press freedom, what is the value of publishing newspaper daily? There are some suggestions to enhance the press freedom in our country. Cardinally, it is necessary to reduce the concentration of media ownership towards the publication and social media (Zaharom Wang, n.d.). Less media ownership’s attention help the news media to publish materials without concerning on the importance and the image of the private sector or political party but still need to obey the law enforcement as the responsibility of journalists. Furthermore, It is encouraged to invite new media actors enter the industry. It is crucial for new actors to provide alternative channels to express their opinions in an economically and socially-diverse society (Anil, 2002). Therefore, it able the public to think and comment on related issue with relevant examples and information critically. In a nutshell, promoting press freedom through the social media and mainstream media in our country is the most important and critical issue that the journalists should consider at the moment. Thus, we can develop an equal information flow and opinion between the government administration and the public.

Apparently, this was the common-held view concerning women’s education during that time. Although women were actually encouraged to literacy, their subservient social role as wives and mothers could not allow them to learn as much as men did (Grendler, 1989).   Ã‚  Ã‚  Ã‚  Ã‚  Women could not have possibly been employed or held a public office. Any attainable employment did not involve independent thought; matters concerning the ruling and well-being of society were left to men (Grendler, 1995). Therefore, they were encouraged to receive the kind of education that would prove useful for their primarily domestic role. It was not enough, therefore, for them to learn how to read and write; they had to hammer their knowledge into a matrix of virtue and piety. The development and praise of literacy, the advances in printing and consequently the widespread introduction of books to the public and finally the Counter-Reformation, were factors that influenced the development of female education (Grendler, 1989). What I would like to argue in my paper is that Catholicism acted as a medium for the development of the literacy of women in Renaissance Italy.   Ã‚  Ã‚  Ã‚  Ã‚  Within the Catholic church arose the need to draw people back to conservative Catholic traditions. This was, on a certain level, a response to the Protestant Reformation and to less conservative Humanist ideals that were spreading throughout Italy. After the Council of Trent, a lot of emphasis was placed on the development of Christian virtues within individuals. What better way to achieve this than indoctrination? The knowledge of religious texts and rituals as well as the adoption of monastic virtues began to be seen as imperative. Women were granted educational privileges, primarily so that they could read religious texts. Convent education for young girls became popular amidst upper and middle class families (Strocchia, 1999). The Schools of ... ...) could have was provided by the Schols of the Christian Doctrine.   Ã‚  Ã‚  Ã‚  Ã‚  Thus, we see that Catholicism provided women of Renaissance Italy great opportunities for learning.   Ã‚  Ã‚  Ã‚  Ã‚  The United States was unjustified in its involvement in the Vietnam War because, in my opinion, the U.S had little justification to sacrifice thousands of innocent youths for political ideals. It was the longest and most unpopular war in which the United States fought. Many Americans on the home front protested their government’s involvement in the war. Many young Americans felt that there was no reason to fight for a cause they did not believe in, especially in such a strange foreign country. The civil rights movement also strongly influenced many of the war protests. This was because such a large percentage of minority soldiers sent over to fight were being unfairly treated. The African American soldiers were being ordered to the frontlines more often than white soldiers were.   Ã‚  Ã‚  Ã‚  Ã‚  Another vigorously protested topics of the Vietnam War was Conscription. Most of two million soldiers who fought in the war were chosen through the Selective Service program. The draft policy has been an imprint of America the Civil War. This policy has been used in every major United States war since. Young adult males were required to register for the draft when they turned eighteen years old. A lottery system decided who would be called to combat. If selected for the draft, the draftee had to serve 24 months of active duty. During the Vietnam War, the hostility Americans felt towards the draft erupted and caused major protests across the nation.   Ã‚  Ã‚  Ã‚  Ã‚  They are where many ways people protested the draft. Some eligible draft members avoided the draft by leaving the country for Canada, Sweden, and a number of other countries. Other men protested by publicly burning their draft cards.   Ã‚  Ã‚  Ã‚  Ã‚  Lyndon B. Johnson won the presidential election on November 1, 1964. Despite the tension between the â€Å"Doves† and the â€Å"Hawks†, president Lyndon B. Johnson stood by his policy of slow escalation. As he began his term in office in 1965, he was confident that his programs to better the nation would be established despite that â€Å"nagging little war in Vietnam†# as News Week reported it.   Ã‚  Ã‚  Ã‚  Ã‚  Protests have long been a way for people to display their difference in opinion and gain support. Many people no longer trusted the government and grew extremely skeptical of its actions. The recession soon after the war did not help in boosting the spirit of the country. The Vietnam war also exposed many of the United States‘ weaknesses. It showed that our government had planned poorly. It also showed that it was possible to resist the United States as a mass. There is a major difference between one disagreeing voice and a vast number of them. In the end the United States had devastating losses socially and economically.
